By the Decision 538 from 17 May 2007, the Government of the Republic of Moldova established the Organization for Small and Medium Enterprises Sector Development (ODIMM) in order to support the development of the SME sector in the Republic of Moldova, in accordance with the priorities established in strategies and programs. On 13.07.2022 the Government Decision nr. 487 altered the name of the organisation to ODA (Organization for Entrepreneurship Development) keeping the same legal identity.
ODA is a public, non-profit institution, founded by the Ministry of Economy and Infrastructure that ensures the implementation of national SME development policies. Our vision is to become the key driver of entrepreneurial development in the Republic of Moldova by accelerating the rate of creation of new enterprises, contributing to creation and retention of good jobs and investing in our emerging industries. ODA actively collaborates with development partners, ministries, public authorities at central and local levels, business support organizations, business associations, business service providers, organizations representing civil society, international donors and organizations.
In 13 years of activity, ODIMM (now ODA) became a reliable partner in private sector development by reaching 140 000 people: out of which at least 82 000 consultancies offered, 35 000 companies trained, 3600 companies financed with a total amount of 25 mil EUR, which generated around 62 mil EUR investment in national economy and around 8 000 jobs.

National Program for SME internationalization
ODA (former ODIMM) has ensured continuous dialogue between the private sector and central authorities, being the author and promoter of many national support initiatives that have come in response to the needs of small and medium-sized enterprises, especially in rural areas. ODA has launched support tools that have transformed the entrepreneurial culture in the Republic of Moldova and revitalized the country’s economy by stimulating investment in industries with high growth potential. Today, many ODA initiatives are considered successful models in the Eastern European region and are required to be multiplied in countries that have a social context and go through similar economic challenges.
In addition, ODIMM actively participates in European platforms (Europe Aid, Transnational Black Sea Basin Program 2014-2020, Transnational Danube Program, Instrument for Technical Assistance and Information Exchange-TAIEX, EU Program for the Competitiveness of Enterprises and Small and Medium-sized Enterprises COSME, Horizon 2020, Erasmus +) to identify new solutions and alternative sources of growth for the business environment. Over the years, ODIMM has implemented over 50 international technical and financial assistance projects that have significantly contributed to increasing the competitiveness of the SME sector by creating partnerships, exchanging experience between countries and providing financial support to companies.
Next initiatives include: developing the Virtual Academy for Entrepreneurs to provide online access to entrepreneurial education, introduction of Early Warning Mechanism to provide tailor made consultancy and mentoring support for companies in crisis, a SME Digitalization Program to offer immediate access to finance to encourage the digitalization of business models, develop a national support program for Second Chance entrepreneurs etc.
